As the medical director of Sacramento Surgical Arts, for cosmetic, facial, and oral surgery, Dr. Jagdev Heir is a highly respected surgeon in the field. He holds a diploma in oral and maxillofacial surgery, accredited by the American Board of Oral and Maxillofacial Surgery, and a diploma in facial and general cosmetic surgery by the American Board of Cosmetic Surgery. His fellowships include the American Association of Oral & Maxillofacial Surgeons, the American College of Oral & Maxillofacial Surgeons, the American Association of Cosmetic Surgery, the American Dental Association, and the American College of Surgeons (FACS). With credentials as a medical doctor (MD), and a doctor of dentistry (DMD) combined with training in anesthesia and general surgery. Dr. Heir has superior knowledge and skill in the areas of oral and cosmetic surgery.
Dr. Heir believes in ongoing education for himself and other professionals in his industry. He is up-to-date with his continuing education courses, he is the director of the Northern California Seattle Study Club, he has traveled the country as a speaker educating fellow doctors in his specialty, and he is consistently attuned with the latest research and techniques.
Dr. Heir practices with the utmost efficiency and safety when treating his patients. As part of the consultation process, Dr. Heir thoroughly explains the treatment options available to his patients so that the optimal treatment plan can be developed. He will then make a recommendation that best serves the patient.

Itien Emily Shaw, DDS, MD
Oral & Maxillofacial Surgeon
From a young age, Dr. Itien Emily Shaw developed an innate desire to pursue dentistry. Growing up in Taiwan, she would watch her mother diligently serving patients as a dentist, her clinic situated in the ground floor of their home. This early exposure ignited a passion within her to follow in her mother’s footsteps and become a dentist herself.
Dr. Shaw immigrated to Canada with her family at the age of 13. She received a Bachelor of Science degree from the University of British Columbia in Vancouver, BC, Canada in 2005, with double majors in biology and mathematics. She then attended the University of Michigan School of Dentistry and received a Doctor of Dental Surgery degree in 2009 and was inducted into the Omicron Kappa Upsilon (OKU) National Dental Honor Society. From there, she furthered her training in oral and maxillofacial surgery at Mount Sinai Beth Israel / Jacobi in New York and received a Doctor of Medicine degree concurrently at Albert Einstein College of Medicine.
In the past few years, Dr. Shaw has been practicing as an associate surgeon at a private practice in New Jersey, mastering and perfecting her techniques, and actively pursuing board certification. She relocated to California with her husband after their son was born.
Dr. Shaw enjoys spending her time outside the office with her family. She enjoys hiking, jogging, kayaking, swimming, visiting playgrounds and the zoo with her son, and eating all things vegetarian.
Dr. Shaw hopes to establish a good rapport with all her patients. She constantly strives to build long-lasting doctor-patient relationships with mutual trust and respect by providing treatment that is best suited for her patients’ individual needs.
Chhama Sarawagi, DDS

Chhama Sarawagi, DDS is a Diplomate of the American Board of Oral and Maxillofacial Surgery and a Fellow of the American Association of Oral and Maxillofacial Surgeons. She received her Bachelor of Science degree in Biochemistry from the University of Nebraska Lincoln, and her Doctor of Dental Science (DDS) degree from the Creighton University School of Dentistry. She completed her oral and maxillofacial surgery residency at Naval Medical Center San Diego.
Alexander Powell, DDS

Dr. Powell, DDS is a board-certified Oral and Maxillofacial Surgeon with extensive expertise in advanced surgical care. He brings a deep commitment to excellence, specializing in procedures such as dental implants, sedation, facial trauma, and complex reconstructive surgery. His training and experience allow him to deliver precise, effective care with a focus on both function and aesthetics.
Dr. Powell is known for his patient-centered philosophy—prioritizing each individual’s comfort, safety, and well-being throughout the entire surgical process. He takes the time to listen, understand patient concerns, and create personalized treatment plans that lead to exceptional results.
A proud California native, Dr. Powell is passionate about serving the community he calls home. When he is not in the operating room, Dr. Powell enjoys spending quality time with his family, exploring the outdoors, and staying connected to the local community.
Angela D'Angelo, RN

Angela D’Angelo has been a registered nurse for over 35 years, with the most recent 15 years dedicated to medical aesthetics and the anti-aging industry. She is an expert in laser treatments and injectables. Angela has worked with highly accredited holistic health centers, is a specialist in anti-aging and weight loss, and is highly experienced in medical beauty procedures, products, and treatments. Her passion is helping people look and feel their very best!
Angela has been honored with the esteemed “Values in Action Award,” awarded to only eight individuals in the entire state of California. Angela stands among the elite few!
In her spare time, Angela has a strong passion for rescuing animals, gardening, cooking, and, when time allows, a quick getaway to the ocean.
